Sounds good to me! Hope employers will be bound to agree under some strict legal legislation.
Go for it. We need structural change. I have always favored choosing reps randomly if we have to have representative state gov. (I would prefer network of communities.) I like the first steps toward autonomy---uses of Guard and war tax withholding.
Of course you ought to have help to replicate this effort in many districts.
